Walsh agrees, saying that some municipalities are likely to offer incentives to developers and builders who use high-efficiency toilets—units that use 20 percent less water than 1.6 gallons-per-flush toilets. Even if further water consumption limits become mandatory, Streeby says, manufacturers are thinking five years into the future, so a repeat of what happened in the mid-'90s is unlikely to happen.
